5 fundamental changes having impact on tour operators, travel agencies and carriers from 1st July 2018

Tour operators, travel agencies, carriers – 5 working days until the effectiveness of principal changes in the sale of tourism services. Each day a new post, each day a list of five important changes.

1) A “tour” means, apart from selling own preset package or a tailored package, also the procurement of the sale of tourism services of diverse providers (typically the so-called dynamic packages and similar).

2) A new product emerges – procuring the sale of related travel services (RTS) (typically the so-called flight plus and similar)

3) Related travel services may only be procured by a tour operator licensed for procuring the sale of related travel services.

4) There shall be two types of tour operator licenses – for organizing tours and for procuring the sale of related travel services. The tour operator may hold one or both license types. The license to organize tours does not automatically include the license to procure RTS.

5) All travel agencies must contribute to the guarantee fund. The first payment in the amount of 0.1% of the tour operator’s planned services for the 2nd half of 2018 from tours and the sale of tourism services, which form a part of RTS, shall be due on the 31st August 2018.

Changes introduced by amendment to Act No. 159/1999 Coll. may affect fundamentally many businesses in the tourist industry. We recommend entrepreneurs to analyze tourism services they offer their customers in order to determine whether they sell a tour, RTS, or other tourism services.
