The principal of a private school cannot only be a manager, but must also teach
If you are a head teacher, even of a private school, you need to find time for learning in addition to your leadership responsibilities. The decision of the Regional Court in Hradec Králové shows that this is your legal obligation.
In this case, the Czech School Inspectorate reproached a private school for the fact that its headmaster did not carry out any direct teaching activities and gave him time to correct this. However, the headmaster did not carry out any direct pedagogical activities again in the following school year and was therefore fined by the CSI. This was subsequently upheld by the Ministry of Education as the appellate authority.
The issue before the court was whether the principal of a private school must also carry out direct teaching activities. And he must. Although private schools are not covered by Government Regulation No. 75/2005 Coll., the headmaster's obligation to carry out direct teaching activities follows directly from the Teaching Staff Act. The latter already applies to private schools and states that the headmaster shall determine the scope of the direct teaching activity of the teaching staff. The headmaster is himself a teaching staff member and must therefore set himself at least one hour of direct teaching activity.
The court rejected the headmaster's claim and upheld his symbolic fine of CZK 1 000.
